You're saying the socket might be too big... so you put tape around the edge of the socket and slot the switch in.

A switch sits on a film. Wouldn't help at all if the socket is too wide as I see it.

Its when there is a gap between the top housing of the switch and the bottom housing of the switch. The films fill in the gap. It does not affect the stem wobbling or the switch wobbling in the plate or any other type of wobble
