I would first go to the steam launcher, go to steam tab, downloads, press the STEAM LIBRARY FOLDERS and press the add library folder to have the basic folder structure that steam likes

oh, when you get to the part where you have to tell the path there is an create folder button. so select the harddrive and press that button and press ok.
If it all went well, you should see the new gameslibary in the list with the other drive as path.

once that is done it should be a drag and drop to the right place in the file explorer
Not sure, but file explorer would by default copy the files when you drag them between the harddrives. Which is recommended so you at least have the files until you copied them and all went well. When it has been transferred, check if it works. Then the transferred files/games can be deleted from the ssd.

But... my monitor among many behave weirdly, flicker and so on.
