if video accel is changing how a video looks that means something else is configured wrong
other options with multiple monitors is mismatched refresh rate that could cause it, or you could put the secondary one on the igpu output on the mainboard if you have a cpu with igpu

doesn't hurt trying different monitors and cables even to rule that out but glitchy squares/patterns is nearly always the vram bugging out

Its the same brand GPU, NVIDIA
if the gpu in the old pc has the same port it'll work in your current pc as a temporary fix
its quite likely it has unless the pc is like, extremely old
If you can swap your current gpu with an old one and no artefacts appear, you'll know its the gpu itself thats the problem

yep triggering the errors isn't always the most straightforward, when my old gpu was dying it was randomly freezing up for seconds at a time but only on the desktop/watching videos in browser, somehow it still worked fine when gaming with heavier load

And yes, the RTX 5090 has terrible performance scaling beyond 600 watts. The 800 W RTX 5090 gained roughly 10% more performance while consuming 20% more power when compared to a regular 5090. The performance per watt is absolutely atrocious once you go past the best efficiency point of the 5090
