you are either setting up windows S editions or the windows iso installed isnt from a freedom country build and is smth like a US iso that doesnt allow skipping network on OOBE

I used the oobe\BypassNRO command
But it took me back to the same screen as my photo

if it doesnt look like this after the reboot the oobe command does then your only option is doing it via ventoy (since you dont have a winpc to use rufus)
