Setting fan curves on an intel cpu to only start the ramp-up at 70-75c is perfectly fine.
Another thing would be throttling is to some extend fine, I'd rather have some performance drop than have the fans ramp up to 100%

Cpu wise most of them are a mix of haswell i3's some ivy bridge ones and some skylake pentiums, and a few slightly better / newer systems.
Probably gonna push for replacement but honestly for the most part they do not really slow people down as long as they use an ssd and 16gb ram.
My system at work runs a R7 260, Ryzen 5 3400G and 32GB ram, basically salvaging what I could from the better options that came available.
Still not great but works well enough.
