the bvh and such gets build on the gpu yes but you still have more objects in the scene that you now cant cull anymore and that means the entire world has more entities that needs to be managed, which means on desktop especially where you dont have shared storage you need to keep more around and fill your cpu cache etc.
remember, games have to make compromises for the lowest common denominator
