ESO most notoriously just ran like a stop motion pic for almost all available gpu back then.

you cant just add more people for other features because they need to be known an integrated into what other teams work on so you create more time to make sure all teams work together so you need more than just those people and that needs to work well etc.

In short do map completion, regions, waypoints, vistas etc. it's the fastest way to exp

I do agree that Epic did make some improvements in shader stutter but it still does happen. And afaik early UE5 games are the same stuttery mess as most UE4 games are.
Not to mention devs can make shader compilers themselves to avoid this. So for example Gears 4 and 5 do not stutter.

and the precaching is a feature in 5.1 not any version of 4

What random things? There currently isn't a single UE5 game that runs well to this day. The only game I would consider acceptable is The Finals and that game runs on Nvidia's fork of UE5 which may as well be considered an entirely seperate thing. And even then it's not great.
