First. If you start a game with a bad foundation it will then be much harder to go back and tweak things without breaking everything else.
I have followed and played plenty of games from early dev stages to full releases and beyond. And in every single case the performance has either stayed the same or got worse overtime.
Yes there have been moment where a game would shit itself due to some oversight that was eventually fixed. But it was never the case that a game started with 60 average FPS and then went to 120 in version 1.0
