Mosa is Shirahoshi, and I think Oda is hinting at them becoming a thing. They are the two sovereigns that the Seakings have been waiting for.
That is going to be important when Loki frees the Gallei-La, and leads them to what I believe is meant to be their main role: fixing and creating more Noahs in FMI
For the final war, the Shamrock fight has been setup for him but I do kind of doubt it, so its difficult to nail down a role for him in there.
