Like again, Rocks is a very cool character in a vaccum and the GV stuff was obviously essential for stuff happening right now. But the built up to it dragged for no reason in a sense that it felt like Rocks took the steering wheel and made it more relevant to him when that easily could've been saved for Teech, someone who actively was apart of it and was the son of the most infamous pirate of the era.

The SHs were nowhere near balanced with the main focal point of the arc. Though that's okay, the SHs were mostly pre-TS which gives time for everyone else now

No, this is where I think it was his decision. I think he's treating this arc as a setup one and, again, Oda's style nowadays is to choose the most simplest ways to execute stuff he wants.
And having Rocks flashback in this arc gives more context to the current conflict. It's just that. But in return, that actively hurts the coherence of the narrative.

Well yes and no, I think Harald's story was pretty complete even without Rocks. His future goals never changed from his past ones. Rocks might have had him double down, but Harald was very much steadfast with or without Rocks.
Like I could take the Rocks portion of Harald's life out and I think you would still get a complete story of who Harald was

I suppose Oda felt that this is probably the most important event in that specific generation of time so Oda wanted to plan that in for later developments later.

I think as-written, Xebec ended up being such a big part of how Harald is contextualized that I have a hard time seeing how you surgically carve out Xebec without changing Harald. Their complicated friendship, falling out, then regret and guilt from Xebec's death causing Harald to implode and latch onto rigid, black and white perspectives, all had an impact on him.

One of the defining questions of Harald, why he was so laser focused on passivism, didn't make sense until we learned about Ida and Xebec

Hell Kuma’s backstory is entirely relevant to the straw hats as a whole considering how it recontextualizes a lot of scenes related to them like the nothing happened moment or the Sabaody separation, hell we might as well even count the Vivi stuff with the reverie incident flashbacks and her observing the egghead incident along with Morgans and Wapol.

As for Elbaf we had the whole Arabasta gang being separated from the adult straw hats where they kissed out Vivi’s message, we had Robin reuniting with Saul and then finding out the Ohara books where she learned about the Harely text which reflects on Franky finding the Mural, we also had Gaban interacting with monster trio specifically Zoro and even Sanji regarding to Conquerors, and there is whole how Luffy and Shanks’ relationship parallels with Loki and Rocks’ too which is completely relevant cause how Shanks has so much connections with Elbaf in general, hell the arc is still isn’t over yet which we will see more stuff like Usopp’s character development towards his dream regarding to Elbaf, Brook’s past with Gunko, and even the possible reunion between straw hats and Vivi that was set up in beginning of the arc.

I think Rocks had an impact on Harald but I think Harald's life would have played out the same way.
