Overall, I am having a hard time with the idea of requiring death now that I think about that example of the gomu. And I think awakened zoans would be relatively easy to take down if they were just totally mindless animals.

Here's one possibility: Lots of awakened zoans are just totally the animal. If you saw a goat just walking around, being entirely a goat, no sign of humanity, you wouldn't kill it for the devil fruit. You'd just see a goat. It could be that the jailers are dumb but somewhat in control because they maybe fought away the animal component like ~70%. Still brutish, but retained their humanoid form and also can kind of think reasonably at times.

But this still doesn't explain Luffy's. I think either Toki brought the fruit with her, no one had it for 800 years, or the death theory just isn't right.

I could go along with this theory, but there's some comments and perhaps disagreement on that.

First of all, I believe that Chopper's Monster Point is a form of awakening.
His form is consistent with Jailer Beasts we seen in Impel Down. And this produced some consequences:

1. Monster Point & Jailer Beasts are controlled by the will of the fruit, while user's consciousness is repressed or not present.
2. Chopper's mastery over DF makes him able to control the Zoan's will, compared to Franky-in-Chopper who lost in Monster Point.
3. Chopper is still not masterful enough to activate awakening on his own, and relies on drugs to force activation with side-effects.
4. Awakening activation is not through death/near death, but from extremely stressed/malfunctioned brain/consciousness, in which Zoan will can take over.
5. Examples: Jailer Beast comes from torture, Chopper comes from overuse of drugs, and Luffy comes from near-death experience.
6. Chopper's body is not strong enough to sustain the awakening form, as he is not a strong fighter by default. Luffy has trained his body, and possibly the jailer beasts too.

In summary, Zoan awakening is in its literal sense: when the user losts their mind, the Zoan's will can finally awaken and take over the body.
It is not necessary for the user's mind to lost forever: just when it is not present. Being unconscious or just sleep isn't enough; it requires extreme absence of mind.

There are 2 keypoints of the awakening to answer that question:

1. It requires a certain conditions where the body survives, but not the mind.
2. The one who awaken is Zoan's will

So, if previous Nika user just died like being stabbed to death, there's no time for the zoan will to react.
On the other hand, there might be a condition where a Nika user fits in that condition, and zoan will appeared.
However, since it is Zoan's will, it depends on "him" whether to appear or not. And probably it is selective to a person with a strong sense of freedom to willingly appear and "lend a hand".
This sounds like that other famous series, I know, but it's one logical explanation.

In Episode 812 of Whole Cake Island Arc, There is an episode in which Charlotte Mont-d'Or's book shows that they have a prisoner of an "Admiral" level

Here is my theory: they are named after nuclear bombs.

Plutonium and uranium are both elements used to create nuclear bombs. Japan has a painful history with nuclear bombs and it wouldnt be weird that the most dangerous weapons in the manga are inspired by them. Also pluton is described as a weapon that shouldnt be built but shipwrights of Water 7 keeps the blue prints for generations in case it is revived somehow. This sentiment sounds a lot like the politics arounds nukes if you ask me.

There is a reason why we know so little about the void century.
• Luffy's drawback after Gear 5 will be to die again. Law will sacrifice himself to give luffy immortality with his fruit and that way luffy will be able to activate it in the future without dieing.

And this would also be why the WG has been looking for a DF for 800 years.
