Easy Luffy first of all doesnt have any amniosity towards the marines excluding for Akainu, like we've seen this first hand with his relationship with Smoker, if anything Luffy respects the marines especially since his grandfather that bastard is a part of them.

Luffy didnt have the motivation he did with Kaido, or Katakuri to defeat Kizaru. His purpose was to buy enough time for Vegapunk and the rest of the crew to depart the island. He literally says this to Kizaru, and tells him that his job is to stick and play around with him.

And making this "its so clear that they are meant to be equal strength " shallow distasteful statement without even providing evidence to back your claim and whilst youve got on a luffy pfp too just really distasteful. The portrayal between Luffy and Kizarus respective strengths was anything but equal.

The only trait they both shared during their fight was their hesitancy to go all out. With Kizaru he had a lingering sense of hope that the straw hats would succecced and rescue his friend, whilst him not betraying his own code. He didnt really hold back his powers that much but he did try to recuperate luffy.

Luffy on the other hand didnt use the vital weapons he learned on Wano which allowed him to defeat Kaido. He didnt use Ryuo nor did he use ACoC attacks frequently. He was clearly holding back even against the Gorosei. And yet when Kizaru and Saturn both teamed up on him, Luffy was able to handle the pair with ease.

Luffy clearly was stronger than Kizaru, and this can be contrasted by comparing the number of attacks that have incapacitated the other during the fight. I'll reiterate that Luffy was still holding back during the fight.
