Okay, so, if you take the Slayer's Testaments to be in chronological order, then it confirms 2016's suit is wholly separate from TDA's; the one mentioning the Wretch is the penultimate file.

And in his terrible rancor between worlds and through time, the Hell Walker found the wretch who shall not be named, but in his heresy was loyal to his evil cause. The wretch adorned the Doom Slayer in a mighty armor, wrought in the forges of Hell, impenetrable and unyielding. With sword and shield of adamantine strength, the Doom Slayer set to banishing all that were left unbroken by his savagery to the void.

Here's the evidence for why I considered Valen a possible candidate for the Wretch:

1. The Praetor Suit was made in Hell yet it clearly has Sentinel design philosophy; the chestplate looks very similar to standard Sentinel armor. The suit is also covered in serial numbers, suggesting it's made from scrap.
2. Valen is a Sentinel who has spent all his time in Hell after the events of TDA.
3. Hell culture strangely considers "betrayer" figures like Olivia, Betruger, and Valen as both honorable and pathetic. Scripture derides them as cowards for betraying their own kind, yet Hell also builds statues and castles in their honor; Betruger was even given command of their army in Doom 3.

Thus, with these points in mind, I consider it possible that Hell considered Valen to be, on some level, an ally; even unwittingly. And in their weird, alien line of thinking, they would consider him giving the Slayer aid to be a betrayal of them. Thus they would coin him the Wretch, and a betrayer.

Valen also has several tools and weapons in his shelter in Hell, as we see in the Exultia level. He has the means to forge a suit of armor from Sentinel scraps.

Because while I like the idea, my gut tells me it's not really what the writers intended. You can twist the wording of the Testament to fit Valen, but I'm also a believer in the whole Occam's Razor thing, and I think everyone can agree the wording in the Testament is clearly evoking the image of a demon or demon-aligned character who has betrayed Hell.
Part of it was also that there weren't really any established characters to assign to this role before TDA was revealed, so Valen made sense.

From what I remember Allstin and HORDE saying, the priest character is some kind of advisor to Ahzrak, and is trying to warn Ahzrak of the Slayer's danger; but Ahzrak is arrogant and seems ready to jump the gun and either ignore the Slayer's danger or charge in headfirst.

I suspect that maybe this character will end up losing faith in Hell's strength because of Ahzrak's incompetence, and maybe they will end up gifting the Slayer the Praetor Suit as a way to escape the Maykrs' control.

I think that's gonna be why he ever even needs 2016's suit; the one he has in TDA is Maykr-controlled, and when the Slayer breaks free from that control and rebels against them, it'll be nice to have a suit that can't be controlled by them.
