First one is a matter of patience mostly (RNG, just make sure you are in the right planet and have the milestone activated)
Second one, you can make baits for storm fishes, but I don't think it's necessary... just fish on storms if you are lacking just one...
Third one, one of the milestones gives you a bait specific for legendaries, make the whole thing quite easy

I did the milestone for the fishing rod but the fish bait did not unlock and I can't buy the fishing rod tech from the anomaly because it was unlocked with the milestone.

When I select an empty slot in my exo-suit there is no bait to craft. Any workaround or do I have to wait for a fix to be released?
I did craft the fishing rod tech in my muti-tool. and the rod works. I am just missing the fishing bait recipes

Make a seperate save. As expo. That’s how I do it. Then when you’ve finished you can keep going, transfer items to og char or just delete the expo char after you’ve collected and unlocked all rewards. They’ll be available across all saves.
