Best way to get one is to go to an outlaw system and land at the station or a trade outpost. I'm not sure if outlaw systems have trade outposts though...

You unlock a certain scanner, you find hotspots all planets have them but some planets have more expensive metals than others. (For example in blue stars you can get one of the most expensive metals)

yes but not all economies sell IONIZED cobalt which is worth more than standard cobalt

I am currently doing that at about 90,000 IC gets you something like 40-50 million credits
