If they are standing there for 10min then they have messed up, will only take maybe a few seconds to resync, if it doesn’t and takes more than a minute just reset and try again.

It’s hard to know the issue when I can’t see what they are/aren’t doing.

Different memory fragments do different things, you may be thinking of the memory fragment obtained from traveller graves, this gives varying tech at different classes.

The memory fragment you are replying to simply upgrades the class of either Multitool or ship when used. This fragment requires save editing or means similar to it to obtain.

In total there are 9 fragment types, 8 are from expedition 7 and 1 is currently obtainable normally.
