different encounter, in the one you describe you get the means to find a crashed sentinel ship

a capitol ship is a freighter (mobile base)

to get a freighter you have to jump 5 times (for the first one to be available) and protect a freighter from pirates attacking it (you can then choose whether you take the freighter or take an alternate reward and hope for the next freighter to be more to your liking

Bug if reloading a save doesn’t fix it you can try

Place a base and claim it then place a landing pad under the ship, save and reload then interact with the pilot that appears on the pad, that pilot will be the pilot of the sentinel interceptor
