This is not how this works

Upgrade packages that we use to install tech don't store the info that they will have perfect stats

That is decided on the player side

If you install an upgrade and you see it has perfect stats, you can pack it, that has the info about stats stored (sort of)

But we can't trade those packed technology modules between players

Depends on the ship. If it’s just a normal one (non-sentinel), you used to be able to go to the anomaly and switch ships there, even if it’s not repaired, then teleport to the space station.
