There's no proven way of telling, except you maybe getting lucky with RNG, or a specific galaxy. It's bias by personal experience

You're better off playing the Artemis questline...near the end of it the game will give you all the glyphs just for warping to new systems.

You don't have to start all over. The end of the story doesn't force the game to end and at the end of the Arttemis questline you don't have to go to another galaxy but even if you do you don't lose your progress, you can always return to your bases, and you can prepare to limit the amount of broken tech you have to repair.

Yes, you cannot (permanently) make an underground base in terrain dug out with the Terrain Manipulator (it always fills back in, or other players cannot see the altered terrain, etc.) You can make a base in a cave, with the risk that someday the procgen for cave placement may change (I have lots of cave bases that happened to, long ago, particularly with cave mouth placement and details). You can make a base under-the-map, pretty easily once you learn how. The views are stunning, especially on planets with water on them.

When the base is loaded in, the floors will automatically create rectangular boxes of terrain with them as they are programmed to do.

Now getting to actually BUILD underground takes a LOT more work than usual… but because of floors working that way, you can indeed make a permanent underground base of sorts, it’ll just look a lil awkward.

I have a production centre for Stasis Devices I built with my homie so it genuinely isn’t even that big of a hassle, I just go to the farm, make 10, then go to the anomaly like “WHO WANTS SOMEEEE”

Easy way to make an underground base: dig a tunnel down to where you want the base, open up an area to put some initial base parts (Base Computer (and claim the base), some stable floor pieces/ or a prebuilt, a powered Base Teleporter on them/inside it, and a pair of powered and configured Short Range Teleporters, one on them/inside and another on the undisturbed surface above the map (so you can come and go from the base). Now carefully fill in the excavated terrain, which will place the base parts under-the-map.

You can now teleport to the base using the above ground Short Range Teleporter, or from any Teleporter using the base as destination.

Some fun things you can do: build balconies around the edges, or floor pieces to catch people falling out of any prebuilt you made, or Landing Pads (you won't see their landing rings from above the map, but when Teleporting to the base, your ship will autodock on one, and can be launched from it rising through the map until above it). Have fun!

I actually built a base several times at Trading Posts where some of the built-in Landing Pads were under-the-map. Lol, that was kind of fun, but I had to place Short Range Teleporters to make those spots accessible. (And in one such base, the central building was also under-the-map, so needed accessible accessories 😉

But you can refine Chromatic Metal+<any Stellar Metal> to produce 2x that Stellar Metal. So convert your Activated Metal to Chromatic Metal, and as long as you have at least 1 of the desired Metal you can just keep doubling it while your Chromatic Metal holds out. (This is from memory, forgive me if I messed this up.)

Though I also think that HG might not be fixing some bugs purposely at this point, as they might drop something big again this summer/anniversary, which would cause tons of new bugs anyways.

And if they did something like a derelict overhaul/refresh, which I could see being a thing at some point in the future, it'd be a waste of time & ressources to fix bugs related to them now.

Depending where you are, yep. The starting area and areas around the galaxy core have a higher potential to meet someone randomly. But the galaxy has over 400 billion systems
