Only if you build a base close enough to extend it's range limits into the settlement, but technically you are decorating the base. I use this to build a Short Range Teleporter corridor from the adjacent base (usually on a hill overlooking the settlement by preference) down to the Overseer's Office.

@elder hare if you do use the range limit extension to build into the settlement, beware as the settlement expands you may have to relocate base parts as settlement expansion won't be aware of those parts and you may lose access. (Lol I have a Save Point buried inside an Overseer's Office when the upgraded version covered it over drastically. Make sure any smaller base parts are outside buildings in my recommendation.)

I’m seeing this post after a few patches, but one of my newer settlements I built recently in a 1-star economy system just went to a 2-star economy, I even had a visitor to the settlement that gave me units as a “thank you” for the settlements impact on the local economy! So it does indeed work!
