When you press Upload Base, the base is uploaded as is. Adding more parts after uploading doesn't automatically upload them.

After you make changes, you have to upload again. Otherwise, if someone comes to visit when you are offline, they will see the base as it was when you pressed the Upload button.

When you go past 3000 parts you won't be able to upload. You won't be able to update what was already uploaded.

you do have an option to hire some NPCs to staff positions in your base as part of a base expansion quest.
Also, once you own a freighter, you have workers on the frigates based there, and a squadron that defends the freighter and you.
