Ah! You can learn them from a subquest in the Artemis quest, or by finding Graves from the Travellers you sometimes find in Stations. Satisfy their need first, then give them nanites for their Grave location. (Don't do more than one at a time, you only know the latest Grave location if you double up.) Visit the Grave, then learn a glyph from it. You can revisit the same Grave after several realtime days to learn another glyph btw, so I sometimes make a base next to one.

on the subject of portal bases, this layout still makes me paranoid someone's gonna randomly see this and insta report. it's boxed in so tornadoes and local hazards don't throw you around when you're using the portal and there's like 7 different exits

For a while, there was a feature that prevented downloading bases too close to a Portal, I don't know if that is still in effect. (Instead the "report base" method was added later, so you can make it vanish from your view. (It still exists and others can see it, but not you for that one save file.))

btw others in your group if you are group host can see all your bases, not just the ones you uploaded.
