You can build a Corvette at any of the space stations. You just need to go to one of the teleporters on the side to get to the Corvette landing pads, and then go to the nearest terminal to begin purchasing basic parts. After that, use the same terminal to start putting them together. I would suggest you start by making a creative save to be able to just plan out a ship before you put in effort in a normal/survival save.

But not being able to summon it in the anomaly might be unintended, you should be able to summon it on the ground on any planet tho

Ahem. TLDR Version
-Salvage Scrap planets, find the golden markers which should be buried salvage and shoot them to get parts for more "advanced" ones. RNG.
-Land at space station, look away from the main hub of shops and look to space. To the console you see. Start and quest will guide you on tutorial of the ship construction. The other option is trading system for "advanced" parts, basic ones can be found in shop to start off, the rest are salvage scrap planets where you can dig up modules, or shoot them while in your ship.
-Pricey ship. 100 build limit external. If you modify after placing internals, they count to this limit. Make sure you like the design 100%.
