Unless you are referring to a tech blueprint, which you can only obtain once and install using resources and do not contribute to that limit

there’s tons of ways but pretty much the best way to get anything is killing pirates and sents, though modern day anomaly nexus tasks are probably more efficient

(also refining but that’s the easy way out)
