Each world has a few. Before the NEXT update (v1.5 - 2018) you could not just build a base anywhere. You needed to fly around and find a starter base (Which was a round room unit) and claim it and build from there. There were many on each world. This is an example of such a starter base pre-NEXT.

After NEXT, these became base computers randomly in the wild, like I posted earlier. There are not many on each world - but a few.

It takes time to get a new settlement turned around. They can start really in the red. Just be patient.

Regarding settlements: It's true, took a full day of missions just to get the settlement out of the red. Still doesn't make much money... that's why I stopped going there after I got it in the black. Never really got much better after all was said and done. Regarding Sea Glass: I have seen it featured as something you must retrieve on a nexus mission I believe.

There are a couple of things you can look for. First, do not let the people go on missions. They die frequently, and building population is very, very slow. Pay attention to strangers visiting - many will offer gifts to exchange or new technologies to buy and add - these almost always are a plus and often raise productivity, increase settlement happiness and sometimes reduce operating costs. When ever there is a citizen dispute and you can fine one of the parties - do it even if it seems unfair - that reduces your settlement debt. You can be nice later and make it up to them but you need to reduce debt while raising productivity.

Lastly - if you happened to get a settlement with a C rating and huge debt to productivity ratio you can always swap it out and start fresh before you get too invested. Find a nice planet you really like, use a settlement chart from a space station (get several) and go check them out. If you fnid one that is at a better starting point, has the race you want then you just submit your creds and take it over - then you will drop the old worse one and get a fresh start
