All purple systems have "dissonant" on their info card unless they have a gas giant. Then they will have "gas giant". It ties to the story.

But dissonant planets distribution in purple systems seems to be the same as with other colours, there is a lot of purple star systems that have no dissonant planet while other colour will usually have a dissonant planet. A non-purple systems without dissonant planet are what's rare.

No, you can transfer some loot, the ship, and the multi-tool but you need to spend nanites to claim the ship and multi-tool within the expedition sub-save. The limited loot will be available to claim.
