It happened RIGHT at the level where foundations stopped. Meaning it's using the old planetary level and "swimming" stops there and it deloads the water there and you fall. Then the game checks where you are and if you're in a place that supposed to have water and swim. Then it updates, until another check happens and sees you're "below planetary level"
