how about "content team balancing gambit"

if a weapon was used by >10% players for its respective class the day before, it will deal halved damage

so for example if 30% of mages used warp, the next day when this gambit was used will make warp deal 50% dmg
but then let's say only 5% of mages used singularity, so its damage remains unchanged

all you need is just 1 attack with a weapon to make it qualify as used in raid

seriously though, this gambit would create some extremely interesting gameplay loop because you'd want to use off-meta builds
