This is a train order signal, its only purpose is to tell the engineer if they need to pick up written instructions from the operator (station agent). Green = no orders, yellow = slow down to grab a hoop with orders attached, red = stop and sign the orders to verify you received them.
It has no block information, and is controlled by a big lever inside the station beside the operator’s desk.
The operator gets the written instructions from the dispatcher (signaller) by telegraph.

some ACMUs were converted into unpowered coaches in the 80s, compleate with new interiors.
Interestingly thay operated as 1st class coaches, although (to my knowladge) in it's original electric form there were only basic-fare railcars....
also suprisingly the unconverted ones had a bit longer service lives...
