You need to fish near the entrance to the Sewers in the Cindersap Forest and have level 15 in fishing so you can reach the ocean from there. You’ll need to eat gold-quality seafoam pudding for this. Cleaning the sewers won’t have any effect on catching it.

• go fish for the rest of the day, eat as few as you can to keep fishing
• sell the fish in your shipping box tn
• go to pierre's in the morning and buy literally as many seeds as you can afford
• spend the rest of the day planting and watering
