your fishing bar size increases as you level up, which makes things easier, and there's a few different ways to increase fishing exp

1. fishing
2. using crab pots, available after level 3
3. reading fishing books, can be found doing random activities or buying from bookseller
4. building a fish pond, throwing a fish in and collecting fish products

also you can eat fishing foods to temporarily increase ur fishing level (and therefore bar size)

if you are past fishing level 6, you can buy the iridium rod and use e.g. a trap bobber to slow fish from escaping

if you are just starting, consider using a training rod as it gives u a bigger bar size - but it does limit ur fish to having no quality and limits fish types
