It can be. Which is why early on, Spring of year 1, you bust your hump in the mines at levels 41-79. There you will find all the ingredients you need to get you a lot of batteries (with luck) with every thunderstorm: iron, quartz, bats for bat wings, dust sprites to farm for coal to smelt the first two items. Get yourself 18-24 lightning rods, and batteries won't be as much of an issue.
