By default if you download a steam game and make a shortcut to your desktop it saves as an 'internet shortcut' which loads the game through steam but if you want to just launch the game directly you can just make a normal shortcut straight to the application by finding it in your files

Since ofc you have the game downloaded to play it

So do that if you don't have wifi or just really don't like launchers
