Improving the mining pick means you can break stones/ore in fewer hits (and less energy spent), but it also means you can't go mining while Clint still has it.
Axe cuts trees in fewer hits, saving time and energy. Need lots of wood...
Watering can becomes chargeable to spray water into multiple tiles at once. This can save time, though the energy cost scales up too and so you don't actually save much energy from it
Hoe becomes chargeable as well, and covers more area like the watering can does

Since Clint needs to keep the tool for two overnights, the best time to upgrade the watering can is when tomorrow's weather forecast on TV is rain and you've already finished watering today.
Tonight, your crops are already watered. Tomorrow night, the rain waters your crops for you. And then you pick the can back up the next morning to get back to watering.

Check the calendar to make sure this doesn't land on a festival day though... Clint doesn't open his shop on festivals and won't hand the tool back that day

The next best time is on Day 27 of a season, once again after watering

If you have no cross-season crops, you don't need to water anything on 28 (the last day). It cannot be harvested next season anyway.
