There's an option in their info sheet (on ios, at least) that says, "Allow Pregnancy". it has an icon of an udder. if you select it, the udder has a red x over it. What state is that in then? does that mean it's now not going to produce milk, but instead will maybe get pregnant?

Then it’s probably a bug unless you play multiplayer. I would try clearing everything out from around the tree regardless and check everywhere on the map you can plant trees for another tree you may have planted
