I should've clarified a bit better, but cork bobber just makes it easier for perfect catches and for catching harder fish. It increases the size of the green bar by the same amount as 3 fishing levels.

Also both can stack with each other to increase the size of the green bar (not the catch meter next to the minigame) which I think you know by now is the one you control, but only your fishing level increases chance for higher quality fish
