Nope, both mining & watering uses 2 energy each action. Sure, some rocks may require 2-3 hits so you may upgrade pickaxe, however using copper watering can waters 3 soils per action.

Assuming you do 90 action of mining (which is already doubted amount) & water 90 tiles of soil. Mining would cost 180 energy, however using copper watering can you can cut it by a third (which is watering 90 tiles only in 30 action) to 60 energy. Overall watering can wins
