it was that stardew wasn't fully uninstalled because the file corrupted the game, but i followed a guide to properly uninstall and reinstall the game completely so it was able to remove everything

perms can be incredibly weird, and windows has a habit of not telling you what is actually wrong. You can get all sorts of fun access denied errors...just from having the smapi_latest.log open in notepad even

i finally caved and got cjb cheats menu, allowing me to delete some mods. i don't even really know why i was resisting, but that's stopped now XD
