Lotta zombies only have things like bites on their bodies, so I would extrapolate that and assume not all zombies keep eating you.
Some go in for just a nibble.
In PZ tho, reports indicate people turned without any contact with zombies. They caught a fever, then turned and started eating grandpa.
So it is airborne, in the rain, in the water, etc. etc.
(Or if you like the theory, it’s tainted meat from Spiffo’s).
Either way some people get eaten up, others don’t. Notice that if you are not already infected and you die to a drag down, your body stays dead and does not always reanimate.
