You still want to try getting the best shadows. The boost you get from shadow affinity is so small compared to the strongest shadows with good relics and title. I have shadow affinity 7 on my weapon and the damage increase to my shadows isn't even noticeable.

Make them lvl max, that's because your weapon has shadow affinity, so if the shadow is weaker than the buff of your weapon, they won't get stronger. Only when their individual dmg surpasses the weapon buff
