No, I think you misunderstood the video.
Previously we used the unholy set. The current frost set outdamages the unholy set when you get it to rank 4 or higher.
If you don't have a r4 frost set, just stick to your r5 unholy set if you have that.
If you don't have any set, just start building frost set from scratch.
A r5 frost is a shit ton of dps and you should look to upgrade your set to r5 as fast as possible.

I mean this makes sense once you consider the Energy gains from Vigor for example are relatively small. It doesn’t take much gear to overcome it. And Assassination doesn’t dump excess Energy very efficiently. So a global damage multiplier is going to win once you get enough haste and crit.
