Ambush is currently only used from blindside/sepsis proc, not from stealth.
The reasoning is a little complicated, but the most important of them is the difference in combo points on crit (up to 4 vs 3).
Some other factors to consider are increased poison applications, blindside, and doomblade. This is true for all talent combinations and legendaries.

Even with the recent update the 40%, the whole set in aggregate is perhaps slightly ahead of where it should be, but decently close so far. Unlikely to receive any major changes beyond squashing bugs that come up and finalizing numbers to keep the two in-line so far, after the multi-dot/cleave element of the 2-piece & the move to an overall damage amp seems to be working out well so far.

So they're saying the 2pc is still pretty strong, has me worried

Balancing rental power to be similar across classes is a great approach, and healthy for the game, especially when it is rental power you have to redesign and hand out new ones every single tier. But it heavily relies on having good core-class balancing, to fix classes that are lacking behind regularly, and nerf outliers at the top. Neither of which has happened with any consistency whatsoever over the last, err idk, 5-10years.

It makes sense to give sets a similar power-level across all classes. It just sucks when it comes after a tier with another rental power that is going away for good, that benefited us the most. Obviously it's a bit concerning or worrisome, since it would mean we would need class balancing to make up for the fact that we are likely to lose damage with the full set compared to having Domshards, while other classes are gaining.
