On this topic, basically Fusion Amp and Countermeasure are very similarly designed. So at similar ilevels they will do similar damage.

The difference for Assassination in particular is Countermeasure more reliably procs because of its proc flags

For Sub and Outlaw mostly Fusion Amp is slightly better due to ilevel because the proc rates end up being about the same

Assassination has always had a harder time triggering Fusion Amp because of lower APM with a high RPPM rate
