Very different situation as a Covenant-specific thing since all the bonuses of the advantages stack together. Venthyr already has the best Conduit for Assassination/Sub, probably the strongest soulbinds, and arguably the best Covenant ability baseline for Assassination. Maybe one of those advantages individually doesn't matter but the fact that they are all exclusive and all stack is arguably fairly problematic if they are concerned about Covenant balance.

I would say nobody really knows what the chance of the legendary being nerfed is. As @limber lion mentioned, none of us are devs and it's out of our hands. On the other hand, looking at the charts after the Kyrian hotfixes in particular, I don't think anyone should be surprised if there is some hotfix either. Because it seems fairly easy to justify as an outlier.
Just depends on if it is something that comes up in Heroic week or not, or if there are bigger fish to fry I suppose.

As unpopular of an opinion as it may be, I do feel that it's unfortunate that in 9.0.5 after the tuning passes, we were within sub-2% for Covenant balance almost universally across all Rogue specs and now we have a Covenant that is +8-9% over the others. That's basically 9.0 Balance Druid/Hunter levels of Covenant skew that they were trying to get away from. So it's unfortunate from that perspective.
If it doesn't get hotfixed, I think we know that essentially everyone will feel compelled to swap Venthyr and it'll be hard to give any other recommendation.
