Well, not quite.

Maintaining garrote and rupture on your main target is the highest prio, and during Vendetta's energy regen you would CT and garrote the second target but not reapply the Rupture

But it's all very very minmaxy and kind of useless information because you will never be in a situation where all ruptures, garrotes and CT will drop at the same time.

Garrotes and Ruptured are not even in the dame category because one is an instant generator and the second one is a finisher that requires build up.
