I started shadowlands as necro so I have experience with both but before the buff, yeah I usually would do outlaw for keys just because it's better on keys typically. But I don't want to sacrifice my raid play to be good in keys

assassination has been historically the better raiding spec but

It really matters when soloing elites and shit. Outlaw with no leech Roll is like insanely hard to solo shit with. Sub with the stealth regen is the easiest but Assa is a close second. More damage = more healing so it scales well with gear tbh.
