yeah, you need to use this free time to pay more attention to the encounter / boss mod timers / your and your allies positionning, which allow you both to be a good raider as well as doing more DPS because you'll get a better planification of your next move (next Shiv window basically).

Sin is all about planning ahead, there is really no excuses for a sin rogue to not perfectly doing mechanics (and DPS rotation) during an encounter, this is why sin rogue is so good for progression. (and often taken into RWF even tho it doesn't bring anything raid wise, assuming it's well enough tuned)
