Don't put pace and signet in the same category of trinkets. GENERALLY speaking you'll have a use trink and a passive trink. Compare each of these within their own category. Generally a passive won't compare to a use just by virtue of what they are. But the rule stands.

On occasion we run double use like some do with sub ATM. But it's not a super common occurrence.
