You're missing one giant point about that, and that is what if you have X item in slot 1, and Y item in slot 2, and Z item in slot 3, you don't need each of said items to have perfect stats, you can mix and match them to fit. On top of that you have the reshii wrap gem to swap, the ring/neck/belt/head/bracer gems slots, weapon enchants, ring enchants.

Without even simming different gems/enchants, you can sim the total combination of every wrist recraft + chest piece + belt and end up with 60-70 combinations that are within margin of error.

How am I supposed to suggest an off-piece if there are literally HUNDREDS of "bis" combinations

If I told you that's the best outcome, that split of stats is only true if you're already fully stacked in 720/723 gear, because higher ilvl pieces more secondary, diminishing returns, multiplying together, etc etc etc

so lets say you're sitting in front of your vault, and you're like "okay I need 40/40/10/10, so the shoulders are good, I have too much mastery though, so I'm not taking X thing cause that has mastery"

What is the point of doing that for a hypothetical situation where you would end up with all your gear in that split of secondaries maybe depending on what drops or doesn't drop and what you take from your vault or dont. Like how are you going to divine 2 months into the future when your crests are capped, and know what to take now that gets to to this magical mystical perfect split at the end of the road? You simply cannot

So the solution is you sim yourself with what you have available, because that takes everything into account as it stands for your character, and your character will slowly trend towards that BiS and you will reach a point where all the items are either margin of error or worse. That's when you're BiS. One list of items won't tell you what to get or avoid, because like you have 8k crit on a neck, but you could get that same 8k crit by equipping a different ring instead

and each one of those numbers has a weighting obviously, but like imagine you have a 1000 mast and only 1 crit. 1000 x 1 is not as large as 500 x 500. Both situations have the same total raw amount of stat, but you split it differently and it multiplies together to more. When you change literally any stat at all, you're pushing one portion of that big equation up or down, which then changes all the other ones
