Crippling is actually soo good in the right situation. Being able to perma slow is incredible useful in many situations. Second boss in CInderbrew, you can slow adds so tank can keep them in cleave range. Second boss in Motherlode, you can keep the adds perma slowed so the casters can DPS; In the final section of that dungeon you can perma slow the mines so they are basically free. In general any time the tank needs to kite you can perma slow adds for him. Etc. It also gives DPS because of talent.

Crippling is only bad when you don't want to slow, which is usually at the start of the pull when the tanks is gathering the mobs.
